I would have thought that the front airbags should have deployed, yes. Any idea what speed the car was doing when it met the barrier? The impact damage suggests that it was a lot less than 30mph......
About 3 years ago my younger daughter was involved in a low-sped impact in her old-shape Audi A1 and both front air bags went off. The damage was a lot less than shown in your Captur but Audi apparently set them to go off at 8mph which is extremely low. It certainly gave her a nasty surprise as she wasn't expecting them to go off at such low speed.. but I don't know what criteria Renault use to fire them.
