I bought a set of 4 mudflaps off eBay. They're genuine Renault but are universal and it gives you loads of templates for where to drill and cut them for various models, front and rear wheels.For the current Scenic that I have (first shape from 1998) the mudflaps came with fixings that fitted straight into pre-drilled holes in the car apart from (if I recall correctly) one hole each side that I had to drill in the plastic rear bumper, all accomplished without having to remove a wheel.
The universal sets I now have appear to require you to remove each wheel in turn to drill and fit.
