I check the fuse, everything is good.

 

Check again it still looks like a fuse, a single fuse can control many lights

Every fuse is good.

 

It could be the stork / switch unit on the steering thats gone faulty, sorry to say you may have to seek the help of a garage

 

I try another switch, same problem.

 

Try an overnight battery charge, don't just go on a multimeter reading

 

Earth problem?
You will need to start investigating where the power is getting to. If you have a multimeter, start by checking at each lamp holder - is there 12V getting through or not? Check the earth connections too, negative wire at bulb holder to any point on the car body (not a painted surface) should be very close to zero ohms. If not, there is an earth problem.
If 12V is getting to the fusebox on the appropriate circuits, then you wil have to follow the wiring and check at each connection/connector, plus check for damage or trapped/pinched wires.

If you do not feel confident doping this, then find a good auto electrician, should be cheaper than a dealer.

I get this issue intermittently, the high beam won't engage but then it works fine after switching the engine off and on!!
